Black Ohioans pay higher share of income in state taxes than white Ohioans | Policy Matters Ohio


Black Ohioans are more likely to pay a higher share of their incomes in state and local taxes than white Ohioans, according to new analysis from Policy Matters Ohio and the Institute on Taxation and Economic Policy (ITEP).
The state’s wealthiest residents who are largely white pay a lower share of their incomes in state and local taxes than people with low incomes, who are disproportionately Black or brown. Fifteen years of tax cuts have benefitted the wealthiest by cutting the state’s most progressive tax, the income tax. Meanwhile, policymakers shifted the state’s reliance to the sales tax, which is not based on the ability to pay. People with lower incomes end up paying a higher share. ....

Gov. DeWine's budget plan falls short | Policy Matters Ohio


Today Gov. Mike DeWine unveiled his state budget plan for fiscal years 2022-23. Policy Matters Ohio Executive Director Hannah Halbert releases the following statement based on an initial scan of the proposal:
“Now is the time our state leaders should be using all the tools at their disposal to help all Ohioans, no matter their race, the size of their bank accounts or where they live. Gov. DeWine’s proposed state budget will direct some much needed resources to Ohio’s communities in the form of broadband and infrastructure projects. However, his proposal leaves in place the existing upside-down tax system, under which the wealthiest Ohioans pay a much smaller share of their income than people with the lowest incomes do. That won’t allow for the investments Ohio’s people need. ....
