1251 IN a recent issue, we published a telegram from Patna stating that a political organisation of those who were opposed to the change in the Congress creed and to the non-co-operation resolution was about to be formed in Behar and that a circular had been issued to that effect over the signatures of Messrs. S. Sinha, Hasan Imam and several other prominent citizens. Since then, another telegram has been published announcing that the League has been actually formed with Mr. Hasan Imam as President and Mr. Sinha as Secretary. The new organisation, the telegram adds, has been started with the object of the attainment of full responsible government by India as a member of the British Commonwealth. Finally, it is stated that the League will not form a part of the All-India Liberal Federation. As the action taken by the Behar leaders is not only important in itself but is likely to find imitators in other parts of the country, it is worthwhile trying to find out what it really means. I
