Comelec chairperson George Erwin Garcia (Screengrab from Laging Handa briefing) MANILA - The Commission on Elections (Comelec) is open to the possibility of the country adopting a hybrid election system. Comelec chairperson George Erwin Garcia said Thursday he sees nothing wrong with the next national elections being held partly manual and partly automated. "My personal position on that, ever since I was a practitioner (of election law), is that I support hybrid elections. I even participated in the past Senate committee hearings on that matter," he said in a Laging Handa briefing. Garcia, meanwhile, believes that such an election system will be more transparent.
