That goes on for many years. and they re not willing to sort of accommodate the costa ricans in this migrant crisis they have. in the case of belize in guatemala, i would say it s an economic issue. they re concerned that they re not able to absorb 5,000 cubans. who s going to pay for them to come to belize and stay in belize and guatemala? will the mexicans allow them to go through mexico? so, these are all longstanding, political and economic questions that still remain unresolved and are leading to this migrant crisis. and so, talk to me, because these thousands of cubans have stated categorically that they re not interested in staying in nicaragua or belize or even mexico, right? what do they say they re doing? in terms of the cuban migrants, they re just waiting to come to the united states. their expectations, as many of those who have come before them, their expectation is to reach the united states along this ....

well, that s right. and there s two fundamental reasons for that. one, of course, is the situation on the island. the cuban regime remains a dictatorship. the economic situation has not changed. in fact, economic reforms have stalled. and the repression continues, as we saw yesterday in cuba. the second reason, unfortunately, is the rumors that we re starting to see in washington and here in south florida that somehow the u.s. government is going to change the law. and i think that s an irresponsible rhetoric to have, because that s incentivizing cubans to leave the island, creating this rumor mill that is in the end create this migrant crisis. so, let s talk a little bit about this, because this has a lot to do with the cuban adjustment act. it s also about what that is and what are some of the rights and privileges it gives. well, the cuban adjustment act is a 1966 legislation by lyndon johnson that essentially updated, modernized, regularized the status of cubans who were alre ....
