Today we issued a report on the review of the special initiative to process the rating claims pending over two years. As i said in my oral statement vba used to process, a new process they put in place to issue provisional claims. What we found was those provisional claims in spite of not having a final decision were taken out of the backlog. What happened then was vba lost control over some of those claims so that they didnt get worked in a priority basis. We felt that had vba used its interim rating process, it had all the tools it needed to keep the integrity of the data of claim and to process these claims. They had to try something. They are working hard to try and clear the backlog but we feel it misrepresented the workload.
