LOWELL Gov. Maura Healey declared a state of emergency in Massachusetts last August due to the rapidly rising number of migrant families in need of shelter and services. Some of those families are coming to or already have arrived in Lowell. Here is a quick rundown of what’s currently known about the families who have been moving to Lowell since early January.
