The Delhi High Court has expressed concern over the difficulties faced by prospective adoptive parents in obtaining no-objection certificates (NOCs) from the Central Adoption Resource Authority (CARA) for inter-country adoption. The court stated that the process should not be burdensome and that CARA should issue NOCs as required by adoption regulations. The court also raised the issue of high expenses incurred by adoptive parents for obtaining home study reports (HSRs) during inter-country adoption and asked the authorities to investigate. The court has scheduled a hearing for November 28 and has asked the relevant authorities to explain the issues raised. ....
