推进提质增效，以高效能履职推动人大工作高质量发展
今年以来，省人大常委会紧扣“为谁立法”“立什么法”“怎么立法”，积极开展“十四五”立法需求和立法机制调研，将洞庭湖保护条例等法规列入2021年常委会工作要点和立法计划，将学习成效体现在更高质量法治建设上。
在机关青年干部“加强和改进新时代地方人大工作”座谈会上，多位与会青年干部对改进人大监督工作提出建议：有的建议开展小切口监督、协同监督、持续监督、跟踪监督，以学习教育成果为群众排忧解难；有的建议运用大数据、预警分析、智能化地开展预算联网监督。这些建议，已分门别类地梳理分析，交由省人大各专门委员会、常委会办事机构、工作机构研究吸纳。
