德国黑森州欧洲及国际事务司前司长博喜文写道：“当时的外部环境非常不利。上海设有英租界、法租界、美租界……殖民者们以‘统治阶层’自居，在豪华夜总会和跑马场过着奢靡的生活。黄浦公园门前的牌子上写着：‘华人与狗不得入内’。”
