在浙江省淳安县浪川乡山野，有4块刻有“孤魂碑”字样的石碑静静伫立，此前没有多少人知道，这些石碑纪念的是谁。从“孤魂碑”到红军墓的转变，得益于同样发生在淳安县的一起行政公益诉讼案件。
今年3月，一处位于淳安县中洲镇的红军烈士墓引起了淳安县检察院的关注。由于该烈士墓一直缺乏有效管护，淳安县检察院与杭州军事检察院通过制发检察建议的方式，监督有关部门加强管理。
在这起案件办理过程中，浙江军地检察机关根据中国工农红军抗日先遣队在淳安境内的辗转路线，又在中洲镇附近的浪川乡摸排、走访调查，陆续发现4块“孤魂碑”、1块总碑及相关墓葬线索。
