You do not have a competitive engagement for the families and for those legal persons that are representing those people in prisons because the only type of competitive engagement is when the facility puts out a bid or some type of notice. So that ends it and so the families do not have that type of engagement like we are afforded each and every day. There might be some reasons for that. But when you have a framework like that, that is not competitive, that screams loudly to me for Regulatory Oversight or engagement. How long will this rate take effect .
