MANILA - Most parts of the country will experience rains due to the shear line affecting the eastern part of Mindanao, and the northeast monsoon affecting Luzon and the Visayas. The weather bureau, in its 4 a.m. weather forecast on Thursday, said scattered rain showers and thunderstorms over Caraga, Northern Mindanao, and Davao Region. For the rest of Mindanao, isolated rain showers caused by localized thunderstorms are likely. Flash floods or landslides are possible during moderate to heavy rains, and during severe thunderstorms, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said. The northeast monsoon will cause light rains over Cagayan Valley, Apayao, Kalinga, Ifugao, Mountain Province, Aurora, Quezon, Camarines provinces, and Catanduanes.
