Various measures that would affect funding for art and culture in Hawaii are moving through the state legislature. While the need in other sectors has never been greater, arts advocates say cutting state funding for the arts could eventually hamper the state s recovery.
The State Foundation on Culture and the Arts, or SFCA is a government agency funded by the state and the National Endowment for the Arts supporting a range of arts and activities across the state. Things like giving grants for living masters to pass on their skills, and next week they offer a free lesson in directing micro-budget motion pictures. Dana Tokioka is President and Executive Director of Island Insurance Foundation, which gave away close to $900 thousand in 2020, including seed funding for the new Downtown Art Center. For the first time, the federal government has officially listed the arts as one of the sectors devastated by the COVID-19 pandemic. As the second round of stimulus funds becomes available, there are efforts in Hawaii to aid access to those funds and secure more stable livelihoods for creatives in the state.
Teri Skillman, Executive Director of the Hawaii Arts Alliance, says when weddings, art shows, theaters. bars, conventions, and other social gatherings shut down, of course, creatives lost event related work. Skillman says, many creatives were actually hit twice, since most artists also have jobs, often service industry jobs, that pay the rent. And qualifying for Pandemic Unemployment Assistance or “PUA” was another complication. ....
