the middle class has been a major issue, the condition of the middle class in this country. the people at the pew research center that said the american middle class is losing ground. we want to get your thoughts this morning on what policy is needed to help the american middle class. byare going to break this up income. here is the headline to the poll. they didn t couple of months back. it s very relative to this campaign. people say the government doesn t do enough to help the middle class. there are mixed views on which class the democratic hearty favors. this is a chart. they asked 1500 people which social classes do the republicans and democrats favor. said republicans favor the rich. when those same people were asked about democrats, 31% said they bring the poor. 32% say they favor the middle class and 26% say the rich. there are some overview points. there are now roughly as many adults in middle income housing as in lower or upper income households. this is a shift f

but the santa clara water district is already urging south bay water users to aim for a 30% reduction. we need to protect our ground water so we re calling for 30%. reporter: the area can t risk a major drop in ground water. it s the permanent shrinking of land and when that drops it affects buildings and bridges and pipes underground and if that falls or shrinks or falls, there can be damage to those infrastructure. reporter: the new regulation would include a ban on watering grass on city medians and drinkable water and landscaping unless a drip system is installed. and including complaints, the targets are unfair. we feel this is an arbitrary number and will negatively effect generations of farmers. reporter: for now, the board is focused on senconservation. if approved these new restrictions would go into effect starting on june 1st and some cities could be fined as high as $10,000 a day if they fail to meet the new targets. reporting live marianne favro, nbc
