Something like 200 native american villages, mobilizing these people. That is another big question mark. Alaska is really a mess with paper ballots and pulling is very unreliable. That could go well into november, especially if things are close in the other races. That is another big question mark. Weve got early vote numbers that are up in the most competitive states, the most competitive districts across the country. It is going to be a question by the leadership. Up to Mitch Mcconnell, Republican Leaders understand that their majority could be very shortlived between now and 2016 if they dont show that they can govern, that they can work with democrats and reach across the aisle. In 2016, they will not have this advantage in terms of the map and the Republican Party has already suffered in terms of the shutdown under the obstructionist label. They will be very dependent on trying to get things done, but ted cruz and the more conservative republicans have shown in the past that they are capable of mobilizing the Republican Party as a whole to push some of this more controversial legislation. Host ted cruz saying just that to the Washington Post. He wants the party to take on obama. He would not say if he would back Mitch Mcconnell as majority leader. He said the senate needs to become more like the house and push for repealing and getting rid of president obamaS Health Care law. Cameron in illinois. The amount of money that has been spent on this election, the passion you see these candidates trying to get elected, where is that passion once they get into their seats . It is gone. It stops. They screwed everything up to begin with. They are going to end up taking over the senate. Unless they do exactly what you are talking about and work with the president , then it will absolutely seal the presidency for Hillary Clinton in 2016 because they are not going to get anything done. They are going to prove once again that they cannot do anything. Guest you did mention obamacare and the interesting thing about obamacare this cycle is that there are in number of republicans who will push to repeal obamacare, but you had Mitch Mcconnell a couple of days ago say that he did not think that necessarily they could take a huge fight out of that. There are some individual portions. He took some heat for it, by the way. In terms of repealing it, i dont think that is going to happen. The president has the veto power. The only thing that could happen is that they could take some smaller bites out of it, like repealing the medical device tax , which some conservative democrats would be willing to work with republicans to get that done. In terms of repealing obamacare, that is more of a messaging strategy by republicans. They know that it really fires up their base. It has been the target in the past couple of election cycles. This election cycle, they mixed and a lot more messages with obamacare because they saw that now that the law is in effect, it has become less stigmatized. Any kind of successful attack on obamacare, it is going to be very small slivers taken out of the lot. Host we dont know who controls the senate because of a runoff, what happens to the schedule between tomorrow and when the new congress is supposed to adjourn convene, excuse me . I think the democrats know that whatever happens, the outcome is not good. Eitherof the seats they lose a lot of seats is our. Do we want to do something shortterm so that we can have the battle when we are in control of the senate . Who vote their way. Theyre shipping more and more jobs to china, they want to allow more illegal aliens to work below the minimum wage, kill all the programs like medicare and Social Security. The plan continues to bring down not only the working middle class and line their own pockets with money, but destroy this country as we know it. Host im going to take those two points. Billion is the amount of money that has been spent by outside groups in these elections. It is unbelievable, mindboggling compared to previous elections. The color is right. It is hard to cut through the noise. It is our to understand what your candidate represents when you have billions of dollars of attack ads raining down. In my review of a lot of these ads i talked with the ad makers behind these ads and they say they hire lawyers so that they can come right up to the brink of untruth, but not be untrue. Their word is defensible. They have to make the ads defensible so that they can make assertions that are not false, but may be misleading. One of the Biggest Campaign assertions that has been used has been on medicare cuts, that has run in republican ads, the democrats cut medicare due to obamacare. This is not the case if you are talking about benefit cuts. There have been no benefit cuts under obamacare. There have been some cuts to help pay for the law in terms of reimbursements that have gone to companies, hospital companies, hospital groups. I would call that misleading. It has been one of the major themes that we have seen in the past few cycles. The same goes for some of the democratic attack ads as well. It makes it very hard for americans to really understand what their representatives represent. The same goes for the media. Online andable to go only read the news that they want to read and so they are not necessarily getting all the information they need to make an informed decision. Host david in washington state. Caller i just called up this to say that the republicans like to run down obamacare, but if it were not for obamacare there would be a whole lot of dead people because there would not be any Preventive Care at all. I think the republicans should feel ashamed of themselves for running down the programs. It is not perfect, but it is a lot better than being sick and dead. Care law. Health how has it fared . People thought it would be the issue of campaign 2014. The wall street journal poll that shows the edge giving to republicans, but not on health care. 39 said democrats would do a better job. 32 said republicans. How is the law faring . Guest it may be the one refuge. I think the law itself remains unpopular. Obamacare,k about the law itself remains unpopular. When you talk about the attack ads, it has been such a focus of negative attention. When you ask voters about the specifics of the law like coverage for your children up until a certain age, like no discrimination for preexisting conditions, there is a lot of support for did individual components for the law. Now that numbers are going that coming back, people are seeing that they are not going coverage, we are talking about a very small elser of people, everybody has either see no change or actually gotten coverage, that in effect, a lot of people are benefiting. That does not mean that the law itself is not unpopular because it is hard to change perception once people have gotten a prebaked notion of what the law is about. But now that theyre experiencing it, their opposition is a little us he did. Host jeff is in kentucky. Have you decided who to vote for in the senate race . Caller if you look at the great speeches of Ronald Reagan and the compromise ability of bill clinton, the ones that will work with the president and the president back with them when you talk about the open market system and sending jobs out of the country, you have to talk about the balance of trade. You have to talk about nafta. You have to talk about these programs that are hurting american workers. We need work. I dont care what anyone says. Work, things will correct themselves in the country. ,hen you talk about obamacare we see people on Social Security. The Medicaid Program works. Hospitals still see people that are indigent. Some of the research we have done suggests that even though the economy, some of the indicators show that employment is better, gdp is growing, the reason why you have this pervasive uneasiness in america is because of the wage issue. People are having a hard time making ends meet. We hear about single Mothers Holding down two or three jobs to stay afloat. Something is wrong and yet they are not talking about this. We looked at the top issues running in the ads. Just antiobama, generally. So in so voted with obama 99 of the time. The republicans are starting to pick up more on the terrorism angle, border security. Not that these issues are not real. But they are not the top issue. Neither side really has a very specific vision for addressing that issue on wages. The democrats are being very aggressive about pushing the minimum wage. That is one thing. It does not address overall the issue of what is happening with declining wages. Host on this issue of stopping jobs from going overseas, back to the poll. 28 said democrats would do a better job of dealing with that issue in stopping jobs from overseas. 24 for republicans. Pretty close there. Those polls are sort of tie between which party would do better. The president has some trade deals that are ripe. If the republicans are in control of the house and senate, what is the likelihood that he can get a trade deal approved by the congress . Guest this is one of the areas that they are reasonably optimistic because this is something that the president wants, this is something that republicans want to give him. Not all democrats supported. He definitely has ideas for asia, specific trade agreements. If the republicans take over, i think the leadership, at least, will be very eager to try to deliver. I asked if the regulations applied to the Small Businesses in america applied to the companies in india and i said he said, absolutely not. The man said, i understand that that is why the jobs are going over there. He said it is great for globalization. So i think it would be a good thing to change. Back to that poll that you cited. Democrats have the edge, but not by much. Four percentage points. Which party do you trust to do a better job in stopping american jobs from going overseas . There is a democratic constituency in the senate that would be opening to changing some of these rules for small argue that they have to cut back on the number of fulltime employees that they have due to the insurance mandate and that it disproportionately hurts them. I dont hear this being a priority going into the new congress. Muchght be part of a broader package potentially focusing get on the road on Small Business. Right now, i dont think it is one of their priority items. Stay races are much more important to the welfare of the people regardless of who takes the senate. I dont think either side has presented a positive vision such that they understand that there would be much of a difference when it comes to whether democrats control the senate or republicans do. All they have seen has been negativity focused on the other guy and not a vision for what they would do. Republicans are not all on the same page as to what their agenda would be. I think you will see that come november 5, if we know who is going to control the senate, that those fissures will start to wrapped and it will make it hard for republicans because there is so much at stake to get everyone on the same page. There are a few other republicans running for president who will be under intense pressure to run to the right in order to appeal to their primary voters and that is going to further cause polarization within their own party. Guest some of these independents have been very important. They have been a very important voice. We are working on continuing resolutions. This is the one thing that is a constant. Some of these independent senators have been very collinstive, like susan , well must consider her independent because she works with the democrats so much. These political ads, there is no honesty at all. I sit there and i watch these things and i know that these people are lying, they are just not telling the truth. Guest they can go right up to the edge of credibility. The word that was used when i talk to them was defensible. They just have to make the ads defensible. I appreciate the opportunity. ,or the first time in a decade young voters are up for grabs in tomorrows Midterm Election. , we we conducted a poll conduct a poll every semester twice a year since 2000, this is the 26th edition of the survey. It was completed on october 9. We talked to 2000 millennials around the country. 51found that by a margin of to 47 , the most likely millennial tend to lean republican. When we talk to all millennials , those who will be voting and those who probably wont be voting, they prefer democrats. , it is a question of which way they will lean heading into the election tomorrow. Host is this a different trend you are seeing. If so, why . Guest as i can what i would consider the form. It is actually what i would consider the fonorm. To when ourk back survey began in 2000, we fanned that found that among millennial voters they prefer democrats in the 2000 election by two points. In the 2002, by only two points. We saw john kerry when a significant number of the votes in 2004. We all know what obama did after that. Wars,a combination of two , a Bush Administration that did not have a lot of approval among young people that led to a hardening of the democratic vote for obama in those years. It is now reporting back to the norm. It has been about plus or minus five points. It is very much a swing constituency in american politics. Host is it that this is just what all voters do . They sort of swing back . Or is this about president obama . 43 approve of president obamas job performance. 53 disapprove. The first point is that Young Americans are also americans. There is no longer the outlier that they were before. About two thirds, 66 of all young people under the age of 30 voted for obama. You go all the way back to the iowa caucuses, etc. Young people were outliers in 2008. Now, they look like the rest of americans generally. While Approval Ratings for obama s near one of our historic lows , he still has twice the number of people who approve of his job then the Republican Congress at 23 . They are disappointed with obama and democrats, but they are even more disappointed with and mostly Everything Associated with washington these days. Host is that what makes them up for grabs . Guest here is the lesson we have seen time and time again. They may be apathetic about voting, but they are not apathetic about the country. They feel it washington, d. C. Is not listening. When we asked, whose fault is it in terms of gridlock . 56 of young people say it is everybodys fault. They are trying to send a message that survey after survey after survey show patterns of trust in washington and , they go down a couple of points every single year. Young people to not believe washington is working for them. Will have more People Volunteer in significant ways and Community Service than actually vote on election day. Host let me give you the phone numbers. We are talking about this new Harvard Institute of politics polls. We have divided the lines like this. 29, 202 rough 5853880. All others, 202 5853881. Lets talk about how motivated millennial czar to get out and vote. 42 of republicans are likely to participate. 30 of democrats. What is behind these numbers . What we have seen is that , approximately0 the same number of young people said they would vote. About one in four young people, 27 said they would definitely vote. 26 of ouron, we see young people say they will definitely vote. We are looking at turnout numbers about the same levels as they were in 2010. When we look at those who say they will definitely vote, you see republicans are significantly more likely to say that they will participate than democrats. Mitt romney voters are more enthusiastic election about voting in this election. Republicans are more enthusiastic and more likely to participate. This is a national survey, including millennials 1829, 2000 of them. We are looking at a largescale National Mood and point of view and not necessarily posted on individual races. Host of those who say they are ofng to turn out, 42 republicans and 30 of democrats, how does that compare to 2008 . What has been happening with millennial since 2008 . 2008 was certainly the High Water Mark in recent history where young people felt real ownership or empowerment through that campaign and election. What i think you saw is that you had extraordinarily high turnout with regard to an election. That was a combination of several years. Started the survey in 2000 youfrom 2002 through 2008, saw four consecutive elections with turnout increasing a couple of points or so compared to the previous election before that. Beginning ofas the the political awakening of this generation post9 11. I think 9 11 had a lot to do with it and making politics tangible and the way in which the obama campaign, they really kind of empowered young people. They give them a stake in the process, a stake in the campaign. That worked terrifically for them. It was an important part of the constituency. Since then, a couple of things have happened. Some young people voted just to vote. They voted to felix a were a part of making history. They did not necessarily follow politics. Those people have not participated since then. Then you have other people who frankly wanted to vote because they wanted to change the country. Arguably, they are very disappointed right now. Not necessarily in obama per se, but obama as democrats in congress and republicans in congress. Thatessage we have seen is young people care deeply about this country. Every single day, there are hundreds of thousands of people engaging in ask of Community Service and Public Affairs and using social media to raise their hand and say they want to participate. Too many of them feel ignored and they are sitting out of politics and are instead volunteering. Host let me go to bob in duluth, minnesota. Caller good morning. Thanks for taking my call. Think one of the biggest reasons why the democrats are losing ground in the polls is that republicans did make it an agenda to do as much damage to the credibility of the president as they could. That was their main deal. That is whether congress has been so partisan. Nothing has gotten done. Remembereople need to what we came out of. When we had george w. Bush for president. The economy has come a long way in a positive direction. Without any help from the republicans, thank you. Host did you dig a little bit deeper with these millennials about what is going on with them . Specifically the economy . That three we found out of four young people say that the economy is key to figuring out who they are voting for. On that measure, 77 indicated it was very important in terms of deciding who they would support on the election tomorrow. We have continued an openended question of asking young people what their Biggest Issue was. Nearly a third of all those issueses indicated associated with the economy. That is the lesson here. People, partf of of the youth vote, were not of age in 2008 when obama was elected. 5456 were not of age. They came of age politically not feeling of empowerment around obama in 20072008, but came of age during the Great Recession and this impacted them greatly in terms of difficulty to find a job, difficulty to think about ways to pay for college or education. They have seen the impact around america for the recession has brought in terms of parents, friends, neighbors, etc. Changing their lifestyle or potentially losing opportunities , vacations, homes, and other kinds of opportunities. We have to put that into the Overall Historical context. It is not about 2008. 2008 was a long time ago. Host dave in florida. Caller yes, i agree with bob. He hit the nail on the head. We have to adjust the facts. A lot of these people are distorting the truth. We need to get to the truth. Obama is not responsible for many things that he has been accused of. Here in the state of florida, we have a governor that has been distorting the truth and we need somebody to step up and get the truth out to the people. One thing i want to talk about his marijuana. Im very supportive of marijuana. We need to get it is a national issue. We need to have it pushed. Our country was founded on marijuana. Rating ofhe approval president obama. That is a great question. Most of the polling that i have has his Approval Rating around 41 40 3 . That is where young people are as well. We had overall Approval Ratings at 43 . The message here is that they are not the outlier they once were. One of the factors associated with Approval Rating its we break it down and the republican reprove a rating Approval Rating is extremely below low. Democrats are hanging tough. It is a problem for democrats and an opportunity for republicans. This vote is up for grabs. Winblicans dont need to go the vote out right in the youth, they just need to kind of lose it less, lose it by fewer points. Election,e 2004 george bush lost to the youthful by 10 points. E mitigated the loss it was one of the largest am a graphic groups in the electorate. More people under 30 will participate in the 2016 election than those above 55. Is is it is a significant part of the electorate. Host will millennials have an impact in 2014 . Guest roughly one in 10 votes will be cast by a millennial. I think there is absolutely not the time to go out and motivate young people to participate, especially hispanics. Are very close. We found that young hispanic latinos were among the least motivated segment of the electorate to participate. Hispanic latinos indicated that they will vote tomorrow. This is something that is still not too late. , imy way over here today received my first message via twitter. There is still plenty of time left in the calendar to engage on things like social media and other ways to motivate young people to participate, but to do that, they need to make it clear why this vote matters. They need to talk about the tangible differences in the outcomes of democrats vote versus republican vote and vice versa. People need to know that the vote will make a difference. Host and how they may vote according to the Harvard Institute of politics report carried 53 say they would take all and replace all 500 and the congress. Outhim democrats were voted there will never. 43 of republicans would. Will vote upndents our own members. What do these numbers mean . Are not happy with anything associated with washington, d. C. Period. They want to be connected. They want to be empowered. They believe in government. They believe that government can make a difference. The reason so many of them want to reset washington and start over again is because they care. The and o, sections three sections eight empower the ttorney general to send in federal observers without the permission of the local election those election observers watch the polls, watch vote count and the canvas and just to ensure the integrity Voting System on election day. Who are these observers and cops on the beat at the centers . Sure. So, like i mentioned there are two programs. Observers are traditionally federal employees across the country, rawn from across different government departments. They are individuals who decide o volunteer for a couple of days to take a break from their egular duties to watch the polls. They are trained and recruited by the office of Personnel Management. I can also tell you as a these al matter, some of federal observers have plenty of experience some of them have doing it since 1965, individuals who now appear a age who have the passion of ensuring equal access polls. How do they qualify to be a volunteer . They go of checks do through . Sure. Office of Personnel Management does some very basic background checks. Hey also make sure that the individuals duties do not on lict with the missions election day and theyre also well trained and go through hours of training even before foot into a polling place. The observers y are individuals who have sort of volunteered. The department has a second monitors. He federal i know the names are similar. Exclusively large d. O. J. Attorneys and d. O. J. Analysts. Monitors watch polls in the rest of the union. The polls outside of south. The important thing about the Monitoring Program though is that the attorney general needs permission of the jurisdiction in order to watch the polls. Normally just are. Officers who monitoring the polls as a part of their regular official duties. Volunteers, these not official folks from the Justice Department but the primarily inat are these southern states, do they have any authority when they see somebodys access being denied problems . The observers are there praoeuplt marly there to listen, document. The department and the overnment place as very high premium on having these individuals not interfere with the actual voting process. By in large theyre this to bserve or monitor. On having they interview them in the polls. Appears to be any single polling place, some type of problem or some type of consistent discrimination, normally what happens is that poll observer can contact their team leader and oftentimes leader can address the situation there at that time ither with the local election authorities or state election authorities to get those type of immediately. They do a civil litigation which means the department can bring either suits against a if sdiction or in the case there are individuals doing wrong doing, the department does the option of joining that limited and in some circumstances the department has he authority to bring criminal charges.
