　　红25军原属红四方面军的建制。1932年，红四方面军主力部队撤离鄂豫皖向川陕转移后，中共鄂豫皖省委将留在苏区的部队重建红25军。1934年冬天，国民党军对鄂豫皖苏区进行“围剿”，红25军根据中央指示，从河南罗山县出发，向平汉铁路以西转移。在粉碎了敌人的两次“围剿”后，红25军于1935年5月创建了鄂豫陕苏区，部队从最初的2900人发展到3700人。
　　1935年7月，为了配合红一方面军和红四方面军的行动，并同陕甘红军会师，红25军翻过秦岭，从西安以南的沣峪口出发，沿着秦岭北麓，一路西进，到达甘肃，攻占了两当县城。8月11日，红25军北渡渭河，进占秦安，随后逼近静宁。17日攻占隆德后，翻越六盘山，于30日到达甘肃华亭。9月9日，红25军到达赤安县，也就是今天志丹县的永宁镇。
