骇人听闻的卢旺达大屠杀发生在1994年，50万至100万人惨遭屠戮，一直以来有许多声音批评法国是大屠杀事件的帮凶，向当时的政府提供武装支持和军事培训。法国此前一直采取回避战术。法国高层曾辩称，法国何错之有?要道歉，先请别国带头。还有高官称，法国是唯一一个试图结束卢旺达内战的国家，好像不但无过反而有功。
