Sancelan is the head of the Inter-Agency Task Force on Emerging Infectious Diseases in Guihulngan City. Her name was included in the so-called hit list of a local anti-communist vigilante group Kagubak, which was also involved in red-tagging several organizations and individuals in Negros. Before Sancelan, five others in the list were killed between 2018 and 2019.
