FLINTSHIRE is playing a part in modernising civil registration as major changes announced. Amendments to the Marriage Act 1949 came in to force on May 4 which means for the first time since records began in 1837, the marriage register will no longer be the legal record for civil marriage in England and Wales. The marriage register has been replaced and couples will now sign a marriage schedule. Flintshire s Gareth Owens, Chief Officer Governance said: “This is the most significant change in civil registration since 1837 and the Registration Service is delighted to be part of this exciting change. “The Registrar will be responsible for a new marriage schedule and after a marriage ceremony will record the details on an electronic system, creating the legal record and allowing for marriage certificates to be printed. ....
AN inquiry has been launched after emails revealed a Harrogate council officer “massaged” a key report on now-approved plans for a controversial motorway service station on the A1(M) near Kirby Hill. Emails seen by the Local Democracy Reporting Service show that Barrie Gannon, former principal landscape architect, made changes to a landscape report in 2019 when the council’s planning department went against three previous refusals to recommend approval. Mr Gannon said he hoped the changes would make the report “read better” – although it is not yet known what was amended. The report said the landscape impact of the service station was “not substantive” in what campaigners have described as a “complete U-turn” from a previous council assessment which warned it would cause “significant harm”. ....

The objections of local residents have not altered over the past 25 years since the first application was submitted back in 1996 – they believe that having a development close to the size of their own village nearby will harm the rural area in which they live. That those concerns have foundation was accepted in part by Mr Rose’s decision, which “acknowledged that the proposed development would cause some harm to the character, appearance, and visual amenity of the area”. ....
