Developers want to build a 29-storey apartment block on the controversial city centre site where a music venue and restaurants once stood.
Guildford Crescent in Cardiff was mostly demolished despite a 20,000-name petition and a protest march by 1,000.
The Victorian terrace had been home to the Madeira and Thai House restaurants and music venue Gwdihw.
Developers Gallford Try are now in the early stages of seeking permission to build a block of 262 flats.
The facades are all that remain of the old buildings after the council approved demolition work for redevelopment in 2019.
Galliford Try poaches HS2 JV boss

Galliford Try has announced it has poached David Lowery, executive director of the Eiffage / Kier / Ferrovial / Bam JV working on HS2, to a new key role.
Lowery has been announced as the firm’s infrastructure business operations director and will have responsibility for its relationship with Highways England.
Construction News revealed last year that Galliford Try Infrastructure was the 13th biggest supplier to Highways England in the 2019/20 financial year with a spend of £52m. The Costain / Galliford Try smart motorway joint venture was the seventh biggest construction firm working for the roads body, with £112m of spend in the year.
