so the opportunity zones will allow cities like detroit to qualify for additional exemptions relative to the first nine. right now in the first nine you can deduct purchases if you re a business. you can deduct capital expenditures and net exports. but for those cities that qualify as opportunity zones, you will also be able to deduct a certain amount of your payroll expenses. so you will be insented to put people to work. the other thing about the opportunity zone, is that it just doesn t apply to certain kinds of businesses located in the zone, all businesses would qualify for those kinds of extra exemptions. one of things i believe in is empowering cities to help themselves, empowering workers and individuals to help themselves. this is not an entitlement program. so the cities will have to step up and remove some of the barriers that are within their city limits. so that if the cities do what they can do to help themselves, we will have the 9-9-9 legislation so structured

even as rebel forces try to break the backs of gadhafi supporters in their last major strongholds. nbc s mike taibbi is live in tripoli. mike? reporter: hello, andrea. how are you? if you hear gunfire in the course of this report it s celebratory gunfire in tripoli in martyr s square. in the city it s hard to tell there s a war going on but there is as you say in two significant fronts. [ gunfire ] in the city of bani walid and gadhafi s hometown of sirte, southeast along the coast of the mediterranean. in both of those places anti-gadhafi forces which used to be called rebel forces have been waiting for two weeks for the order to go in, hoping they can negotiate a surrender in both of the towns as has happened so easily on the march to tripoli in the last six months. it didn t happen and today in both towns the anti-gadhafi
plane headed into this thing. they are calling it a tropical disturbance for now just to see if it s serious enough to name it a tropical storm possibly in the next couple of hours. keep in mind we re also learning major oil companies are not taking any chances with this disturbance. evacuations have begun just in case and the mayor of new orleans, mitch landrieu, he ll be holding a news conference as they are all watching this disturbance as well heading precariously closely to their government line. we ll keep an eye on all of it and let s move on to some other news. moammar gadhafi, a la saddam hussein, is threatening to plunge his country into a drawn out civil war, but did you know it is 42 years to the day since a much younger gadhafi seized control of libya in a military coup. now presumably on the run but apparently still alive, gadhafi is extorting supporters exhorting excuse me, exhorting supporters to fight to the death. here s his message. this was aired today
