Group trains FIRS officials in FOI compliance

A Civil Society Organisation (CSO) Media Initiative against Injustice, Violence and Corruption (MIIVOC) has said it has concluded arrangements with the management of the Federal Inland Revenue Services (FIRS) to train key officials of the agency on the provisions and application of Nigeria’s Freedom of Information Act, 2011.
MIIVOC’s Executive Director, Walter Duru who gave the hint in a statement issued on Tuesday, also disclosed that arrangements are in top gear with some other public institutions to enhance their capacity on the FOI Act.
“Knowledge and capacity on the FOI Act are still very low in the country. There is a need for training and retraining of representatives of public institutions on the provisions and applications of the Act. Poor understanding of the provisions of the FOI Act is one of the reasons for its poor implementation in Nigeri ....

Colorado bill would relax rules for naming finalists for public jobs


As the Poudre School District in Northern Colorado narrowed its search for its next superintendent, the school board announced three finalists for its top job. The Jefferson County School District, in contrast, named just one. 
Colorado law requires that public entities  such as school districts and public colleges and universities  release the names of finalists for top executive positions 14 days before a formal job offer is made. 
But the law has been unclear, with conflicting court rulings on whether a governing body can name just one finalist or whether everyone who made it to the final round of consideration should be treated as a finalist, with their names and applications subject to release under public records law. At stake are two competing values: giving privacy to job candidates and ensuring openness to the public. ....
