In fact, since its implementation in 2009, recidivism has decreased across the board not only for the youth served, but for all youth committed to out of home placement, indicating that the program has a system wide impact. Positive impact. The juvenile Probation Department had a threeyear grant for the jcrt which just ended with this new grant they are asking for the authority to create a new social worker position. But once the grant funds run out, the department can absorb the cost of that position. Theres no request for new funding from the city. Ive dealt with juvenile probation issues personally with a lot of the kids that ive worked with over the years in our district. I have seen young friends and Community Members incarcerated and i know how difficult it can be for them to return to the community. He trained an army of organizers, not just for the united farm workers, but for many different struggles historically. And its really an honor for me to stand here before you with fred roth, junior, and others to urge your support to join hundreds of other labor and community and civic organizationses and groups in urging president obama to bestow the president ial medal of honor post hume usly on fred senior. His entire life work was spirited and defiant in the struggle for freedom and dignity, especially for lower income workers, not just farmers, but disinfran hiesed and depressed communities not just the state of california, but nation wood.
