thank you for joining us. i m fredricka whitfield. we begin with another twist in the back and forth battle over abortion rights in texas. late friday night a federal appeals court reinstated the state s restrictive aborges laws banning procedures once again. the decision pauses a lower court s ruling made days ago that found the abortion restrictions were likely unconstitutional. the texas law is one of the most restrictive in the entire country. it bans all abortions after six weeks. before many women even know they are pregnant. no exemptions for rape or incest and allows private citizens to sue abortion providers. the law has provoked women seeking the procedure to find care in neighboring states, overwhelming some clinics. under normal circumstances about 18% to 20% of the women we see are from texas. at this point in time we re running closer to 60%. we ll have much more on that in a moment. meantime right now experts are seeing reasons for optimism where the u.s.
