　総務省の有識者会議は、携帯大手が定めるショップの評価指標や手数料体系がこうした不適切な販売を引き起こす要因になっていると見る。
　冒頭のアンケートで不適切な販売の理由を聞くと、販売代理店における上司の指示や目標の存在に加え、携帯大手の営業目標とする回答が4割強に達した。ある販売代理店の幹部は「営業目標は厳しいものがあり、ショップの負担になっているので緩和してほしい」と訴える。
