My initial sense of why everything was imploding there was to blame the individual leaders and we know who they are. They were to blame. They were failures on the part of almost everyone in the highest positions of responsibility. But over time, iraq and afghanistan came to see more and more like a failure of american institutions and this includes the talent and good well of the country that all seem to avail nothing.
