Implementation happen three years later. So, i want to thank Building Trades partners for their participation and their patience and their flexibility in helping to make the local hire work happen in San Francisco. Today i have amendments to the local hire ordinance as well as, as well as an amendment to our First Source Hiring Program that was established after welfare reform in 1996, i think it was 98 we established the First Source Program. Also making sure people from disadvantaged communities are getting work in our Construction TradeConstruction Industry. Were seeing city build get Additional Resources and more people who are coming through there are getting positions and construction is happening in San Francisco. So, the i mpetus behind local hire is to make sure as were building in San Francisco and using our public dollars, were making sure that the prosperity and the benefits that we create can really find their way to the neighborhood level, not so much as in a trickle, but in larger, a larger river of water that could actually come and support people. And were looking at prosperity to the lives of everyday people. Ive act ....
Years later. That, to me, will make the city much more efficient in doing its work around preparing the workforce and enable many, many people from our neighborhoods to find access in the jobs on the private sector side through the First Source Program. So, the first source legislation i believe is going to be ready to go today and we can have a discussion whether to move it forward or not today. The second piece of legislation that i have is extending our local hire provisions that currently right now extend to construction for public dollars to private construction on public land. And i, in the last couple days ive been hearing from many, many city departments concerns about some of the consequences about this legislation. And they just now recently started to look at the legislation, how its going to work. And they actually have asked for more time to consider some changes around the implementation. These concerns moving forward. What is your response to that . ~ supervisor, i would say i definitely hear your point loud and clear. Certainly and i think the rest of this hearing will indicate, this is a lot of why we want to bring the americas cup to San Francisco. And i would, i would like to point out again the commitment to pay prevailing wages on a temporary event, not a construction event, a privately run event, is a significant sort of concession during the agreement. And as you know, supervisor, you were very much involved in the sort of negotiation of the final workforce plan provided by the americas cup authority. Certainly if we had it to do over again, we would love to avoid this conversation. But looking at where we are now, i just want to echo what supervisor farrell said. Im very appreciative of the Event Authority and studios saying we want to make this righ ....
Thank you. Its not just for future americas cup events. We have a number of events that are coming to the projects coming to the port. [speaker not understood] as well who made commitments around prevailing wage, local hire, that we need to use our experience here which i wish we didnt have to. We already have in place to inform how we actually do the implementation and enforcement in the future. Point well taken. It will be a little less challenging with a Major Construction contract because contractors will be familiar with prevailing wage requirements. Okay, thank you. Like to call back up mr. Martin. My concern, mr. Martin, is that, you know, we have had long discussionses about we want to make sure we have High Standard for prevailing wage and participation.
