The time we act first and study later. We have been engaged in this war against extremism for the last 13 years. We have no strategy. Almost everything was being handled by the military. And a lot of it was off the cuff. A lot of it was knee jerk. There were a lot of problems on who was responsible and who was accountable. So for the first time when i took over when this government took office i think one of the first imperatives for all of us was to have a strategy, have a policy. So that is the reason we worked almost six months. We worked with the military, we worked with the provinces, the provinces are a very, very important part in the whole organizational setup, and it was difficult. It was easier working with the military. It was more difficult working with my fellow colleagues in the provinces. We worked with a whole lot of experts, with the media, National Security experts, and it took us almost seven to eight months ....
