Courts’ collapse symptomatic of governance failure: analysts

ONE of the major trending stories of the past two weeks is that of the virtual collapse of the Maseru Magistrates Court after the Lesotho Electricity Company abruptly cut power supplies due to a M1, 3 million debt which had accumulated over the past five years.
Chief Magistrate ‘Matankiso Nthunya last week said they had scrambled to raise M200 000. However, this is still grossly inadequate as the LEC is holding out for at least half of the M1, 3 million debt. This means that the judiciary will have to fork out at least M650 000 before the Maseru court is reconnected. ....

M1, 3 million LEC debt cripples courts

OPERATIONS at the Maseru Magistrate Court were this week paralysed after the Lesotho Electricity Company (LEC) abruptly cut power supplies due to the judiciary’s failure to pay a M1, 3 million power bill.
The utility company cut off supplies on Tuesday, leaving the Maseru Magistrate Court in darkness.
The situation is likely to go on for months as Chief Magistrate ‘Matankiso Nthunya said court administrators were unable to immediately raise the money to settle the debt.
Ms Nthunya told the 
Lesotho Times that the debt had been piling up over the past five years due to meagre funding allocated by the government to the judiciary. The court had now been forced to suspend cases whose proceedings needed to be recorded electronically. ....

Water project agreement up for review

PREPARATIONS are underway for the review of the Lesotho Highlands Water Project (LHWP) treaty signed between Lesotho and South Africa in the 1980s to ensure Basotho achieve maximum possible benefits from the multi-billion maloti project, Minister of Finance Thabo Sophonea has said.
Mr Sophonea said this in his 2021/22 budget speech last week. He emphasized the review was meant to improve the project’s benefits for Basotho.
While the first phase of the multi-billion maloti project has significantly improved Lesotho’s economic prospects, the project has however, been criticised for failing to reduce poverty among citizens affected by its existence. ....
