The city, facing a fiscal shortfall of about $3.3 million, could generate $10 million in revenue with a 0.75% rate hike, according to the finance director.
"We're at the edge of a fiscal cliff now," said Amy Cunningham, the city's administrative services director. "We need to find new revenue sources to maintain existing services."
