If china can t get the plumbing right, are we sure they can get a nuclear power plan the right? there s a lost apprehension, i think. i want to ask you about libya before we get to the new must read. we have a president of the past few weeks that has said gadhafi must go, gadhafi must go. gadhafi must go. i think they realized that gadhafi may not go. right. i think they re now aware that now we re at at crossroads. we have the support of pretty much everybody we need the support from to have collection action. what is now holding back the united states from acting in a forceful way, in a way that shows leadership? maybe even out front but with the support of others. part of the problem is we stalled too long. a no-fly zone would have been quite effective three weeks ago, probably would have been very effective. at this point when we re right next to benghazi when gadhafi ....

Has been able to move all his artillery right next to benghazi, there s much less we can actually do. now the administration is talking about going way beyond and actually attacking tanks and having a no-move zone in eastern libya, which actually makes me kind of nervous. was there an opportunity missed here? absolutely. what happened? absolutely. they were so nervous about a no-fly zone, they missed that opportunity. there was a window there when we could have moved in with, i think, minimal cost and peeled off the libyan military from gadhafi. but that window has, at this point, pretty much closed. obviously there are people who are right now on the line being slaughtered because of this and on our front, doesn t our president lose credibility in a situation like this, to say these things and then nothing? absolutely. there s no doubt. and there s a the toll will be paid by people in benghazi. i hate to think what s going to ....

Today on a draft resolution that would impose a no-fly zone over libya and authorize air strikes against moammar gadhafi s forces. the draft supported by the u.s., britain, france and germany reflects a shift in washington amid concerns the uprising is in danger of collapsing. right now, rebels are struggling to hold on to a stronghold near benghazi. hillary clinton tells andrea mitchell that international support is needed to make a move in libya. that we have to take steps to try to protect innocent civilians and we cannot do it without international authority. so we re working as we speak to try to get international support, which is very important, because unilateral action would not be the best approach. it would have all kinds of unintended consequences. international action with arab leadership and participation, we think, is the way to go. ....

Overshadowed this. it s extraordinary. at the same time, this could be, i think, a turning point in terms of the presidency s foreign policy and the decisions they make and it doesn t necessarily body well the way it looks right now. mike barnicle, obviously, the fight in libya continues. we had said from the beginning that we didn t want the united states to run in there first unilaterally. certainly now even the arab league is calling for assistance for those who are fighting gadhafi. the president is at a turning point right now. he s got europe lined up. he has the arab league lined up. is it not time for him to go ahead and say, all right, the united states will do what it can do? you know, joe, listening to the conversation in the past few minutes, i m reminded of something that president obama said last night here in washington at a democratic national committee fund-raiser. at the beginning of his remarks, he told a story of abraham lincoln s presidency, lincoln ....
