10年前，高教界就曾有说法称，我国博士数量已经超过了美国。但事实上，当时超过美国的是我国的学术型博士。2011年，美国修改了博士生统计口径，将第一级专业学位（如法学博士）计算进来，我国突然发现，美国一夜之间年均博士生招生量增加了9万多。于是有专家反复呼吁，中国每年博士生招生量仅为美国的50%，应大力发展博士研究生教育。受其鼓励，教育部决定大力发展博士生教育。
在西方高校，学术型博士的培养目标是为其他名校培养教授。如果从这一传统教育目标看，我国的学术型博士数量已经够用，没有那么多学术职位提供给学术型博士。但是，在知识经济时代，随着社会职业的知识含量提高，一些传统职业逐步高端化，逐步需要接受过博士教育的人来承担，因此我国专业博士的空间还是很大的。
