It s been adrift for five hours. it s not been a threat to the nuclear power plant. the air space has been closed. law enforcement and the coast guard have surrounded the boat. and now we ve started an operation to tow him to shore. jenna: what is next? one, we want to quell the situation to make sure that this doesn t turn into something more serious, then we and the to ascertain who he is, how he got there, and we really want to know what is in this black box. jenna: you mentioned the chain around the neck of this man. what does that chain look like? it s a big, fat metal chain. it looks to be some to 12 feet in length. jenna: and then the black box that you described, you said it was about two feet wide, two feet long? it s about two feet long by one foot wide. we don t know how deep it is. it is in the bottom of this inflatable boat. it doesn t appear to be a device ....

Information from the spokesman for the virginia marine police who is live on the phone with us right now. his name is john bull. john, what is the latest? we have a man in a nine-foot long inflatable boat that is in the james river off of newport news in virginia here. he is disoriented, he is mostly incoherent and very disoriented. we do not know who he is, we do not know why he is in this life raft, he has a device strapped around his neck which appears to be attached to a black feet two feet long, by one feet wide. we don t know why he has a chain wrapped around his neck or what is in the black box. we do not believe this is a terrorism event at this point. this is an inflatable boat with no motor. ....
