Texas state officials, including those in Gov. Greg Abbott’s office, knew for months that foster children were being illegally housed in an emergency shelter cited hundreds of times for dangerous conditions — but failed to report the violation to court-appointed watchdogs tasked with monitoring the state’s foster care system, according to court records.
The Whataburger Center, a shelter for foster children in San Antonio named after the restaurant chain because of a one-time donation, was cited 239 times for not meeting state minimum standards between 2016 and 2020. The Whataburger Center, a shelter for foster children in San Antonio, was cited 239 times between 2016 and 2020 for violations over state minimum standards.
In describing the situation at the center, court documents revealed substantiated findings of abuse, self-harm, sexual allegations, and medical neglect, among others.
In September, the shelter was put on probation by the Texas Health and Human Services Commission (HHSC). The probation blocked children from being housed there after the department reported a continued pattern of deficiencies in the area of supervision, medication, and reports/record keeping. ....

Texas officials failed to report foster children being kept illegally at an emergency shelter that received several citations, The Texas Tribune reports.
Despite being informed of the violations, officials, including some working under Texas Gov. Greg Abbott (R), did not report them to court-appointed watchdogs in charge of monitoring the system, according to the Tribune, which cited court records.
The Whataburger Center, located in San Antonio and named after a one-time donation from the chain restaurant, was cited 239 times for failing to meet state minimum standards over a four-year span. After multiple reports, some including claims of abuse or neglect, the center was put on probation, the terms of which banned any children from being housed there. ....

SAN ANTONIO – With a local partner ending its contract early, the Department of Family and Protective Services will take over managing the placement of Bexar County foster kids again.
A DFPS spokesman says the agency learned on Monday that Family Tapestry, the wing of The Children’s Shelter responsible for its community-based care initiative, was ending its state contract for managing the placement of foster kids out of Bexar County. The spokesman was unable to definitively say when the contract would end, but he said the state would be taking over that role until “if and when” it decides to put the contract out for bid again. ....
