Tropical storm isaac is bringing new misery to the gulf coast this morning with rising whatters and a race to evacua v people to safety. this story is not over. by any stretch of the imagination. as the slow-moving storm spreads out now, president obama has just declared a federal disaster in louisiana. sandbags are straining and at least one levee will have to be deliberately breached to relieve growing pressure. this remarkable time-lapse video from the new orleans times picayune showing 12 hours of isaac s impact in 30 seconds. a half day s worth of terrible rain and wind. all in half a minute. right now most of louisiana is under state of emergency. more than 700,000 homes and businesses have no power. new orleans is under a curfew dusk to dawn. abc s matt gutman is there. good morning, matt. reporter: rob, diana, we have been hearing increasing reports of significant destruction, tremendous amount of flooding, ....
