Emergency operations centers in cities and municipalities in the region were also activated Tuesday. As of 4 p.m. Tuesday, severe tropical storm (STS) Rai was seen 1,000 kilometers east of Mindanao and continues to affect Caraga, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration said. "Rai" has maximum sustained winds of 100 kph and gustiness of up to 125 kph, the weather bureau added. Meanwhile, Surigao del Sur, Gov.
