Updated: 9:11 AM CST Feb 19, 2021 KOCO Staff The Oklahoma National Guard is mourning the death of a member due to complications brought on by COVID-19. Retired Col. Carl Franks, of Norman, died on Feb. 13 at the age of 57, officials said. At the time of his death, Franks served as the Director of Youth Programs for the Oklahoma Military Department.Franks enlisted in the Oklahoma Army National Guard on Dec. 11, 1981, as a Power Generator and Wheeled Vehicle Mechanic with the 1345th Transportation Company. On Dec. 21, 1985, Franks was commissioned as a 2nd Lieutenant in the Army Transportation Corps through Oklahoma State University’s Reserve Officer Training Corps, according to the National Guard.In 1991, then-Capt.
