MANILA - Scattered rains and thunderstorms will prevail over the Visayas and Mindanao due to the shear line, the weather bureau said on Thursday. Grace Castaneda, weather specialist of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), said residents of these islands must take precautions against possible flash floods or landslides during moderate to heavy rains. MANILA - Cloudy skies with isolated light rains will prevail over Metro Manila and northern and central Luzon due to the northeast monsoon or "amihan", according to the Saturday weather forecast. In its 4 a.m. daily bulletin by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the "amihan" will also reign over Batanes, Cagayan, Isabela, Apayao, Kalinga, Ilocos region, and the rest of the Cagayan Valley and Cordillera regions.
