Since February 2023, several stakeholders, including the Coalition for Police Accountability, began to work on amending the Enabling Ordinance of Section 604, Article VI of the Oakland City Charter. The Enabling Ordinance was approved by 83.19% of Oakland voters and established the civilian membered Police Commission (the Commission), the Community Police Review Agency (CPRA) and the Office of the Inspector General (OIG).
