Struggling to get control of an issue that has been out of his control for the past week or so. as you point out, he s changed his position on the justice department investigation. he started out defending his police superintendent gary mccarthy. then he fired him. he started out saying that this was an isolated incident, one rogue cop, in the case of laquan mcdonald. now he s saying this is a systemic problem, a culture problem in the chicago police department. he started out by defending the oversight of the police department. and now he s acknowledging that there are three boards supposedly, or three bodies, that are supposed to have oversight over the police department and none of them really do. none of them really works. he also was talking as if there were he was a mayor in his first term, talking about all these problems that he seems to be suddenly realizing in the chicago police department. this is actually the first year ....
