(AP) - A proposal to require anyone in Delaware wanting to buy a handgun to first be fingerprinted, undergo training and obtain permission from the state cleared a Democrat-led House committee on a party line vote Tuesday. The Judiciary Committee voted to release the measure, which cleared the Senate with no GOP support last month, with the acknowledgment that it should be amended to address concerns raised during Tuesday s four-hour, virtual public hearing. House Majority Whip John Mitchell, who made the motion to release the bill, had earlier expressed concerns about the additional costs it would impose on handgun buyers. Mitchell, an Elsmere Democrat and retired police officer, also said the bill should exempt retired law enforcement officers from the training requirement for more than obvious reasons. ....
