GOSHEN â City officials are moving to put a Goshen police officer on unpaid suspension after he was charged with two counts of domestic battery this week. Joshua Owens faces two felony charges on one count of strangulation and one count of domestic battery committed in the presence of a child less than 16 years old. According to statements from Goshen Police Chief Jose Miller and Goshen Mayor Jeremy Stutsman, they have asked the cityâs Board of Public Works and Safety to place Owens on unpaid suspension at its March 1 meeting. âIf the officer is not convicted, there will be an internal investigation and using the findings of the internal investigation the Board of Works will take appropriate action,â Stutsmanâs statement read in part. âIf the officer is convicted, I and Chief Miller will request immediate dismissal of Officer Owens to the Board of Works.â ....
