The “Bylaw for a Diverse Metropolis,” which went into effect on April 1, is intended to promote the construction of social, affordable and family housing by requiring new residential development projects contain 20 per cent of each, depending on size and location. But a lesser-known part of the so-called “20-20-20” bylaw stipulates the city will buy vacant land from developers anywhere on the island to build social housing.
