Adams, who made the announcement outside Rockefeller Center, said Melanie LaRocca will serve as his chief efficiency officer and Matt Fraser will be his CTO.LaRocca, who currently serves as Mayor de Blasio’s Buildings Department commissioner, will oversee cost-cutting measures known as the Program to Eliminate the Gaps, or PEGs, which are geared at finding budget bloat and reducing it. The program’s use was common during former Mayor Michael Bloomberg’s administration, but less so during de Blasio’s tenure.
