In a Friday letter to California Attorney General Xavier Becerra, California District Attorneys Association CEO Gregory Totten said the organization improperly took about $1.6 million in restricted funds tied to civil asset forfeiture and technology and transferred them into the general fund in a violation of “accepted accounting practices.”
