LOWELL It was another celebration of firsts for the city of Lowell, as the Mayor Sokhary Chau, the first mayor of color and the first Cambodian-American mayor in the country, presented a citation to Julie Chen, UMass Lowell’s first Asian American and first LGBTQ+ chancellor.
