David Stewart and Deborah Francis AN NHS director and a railway company boss have been recognised in the New Year honours list. Health Education England’s regional director of health libraries David Stewart, from Warrington, has been handed an MBE for services to the NHS and voluntary service to information management. Meanwhile Deborah Francis, from Croft, has been awarded an OBE for services to women in the railway industry. The manging director of Direct Rail Services, she left school at the age of 16 with virtually no qualifications but went on to graduate from Liverpool Polytechnic before gaining a masters from the Manchester Business School.
