　　原标题：河北：做好防暑降温工作 高温津贴要按规定发放到位 　　 　　通知要求，各级工会要督促用人单位按照《职业病防治法》、《防暑降温措施管理办法》等法规政策要求，落实防暑降温主体责任。要协助和督促用人单位建立、健全防暑降温工作制度，制定防暑降温工作方案和高温中暑应急预案。 　　各级工会要代表劳动者就高温作业和高温天气劳动保护事项与用人单位进行平等协商，签订集体合同或者高温作业和高温天气劳动保护专项集体合同。要督促用人单位改进生产工艺和操作流程、改善劳动条件和作业环境，合理安排作业时间、降低劳动强度，组织职业健康检查、加强教育培训，为职工提供必要的个体防护用品和高温作业休息场所，按规定发放高温津贴等。同时，要对用人单位的高温作业、高温天气劳动保护工作进行监督�
