Former Treasury PS Kamau Thugge is set to be a key witness against his former boss, former Cabinet Secretary Henry Rotich in the Ksh21 billion Arror and Kimwarer dam scandal.
This comes after the Office of the Directorate of Public Prosecution (ODPP) withdrew the charges against Thugge and former Wildlife Principal Secretary Susan Koech in a deal that will see them become prosecution witnesses in the scandal.
Senior Assistant Director of Public Prosecutions Alexander Muteti had filed an application asking the court to discharge both Thugge and Koech. ....

NAIROBI (Reuters) - Kenya dropped charges on Tuesday against two senior former officials who prosecutors said had agreed to provide testimony against a former finance minister and others accused of corruption over the awarding of tenders to build two dams.
Kamau Thugge, at the time the number two official at the finance ministry, and Susan Koech, an official at the tourism ministry, were among a number of officials charged in the case a year ago, including then-Finance Minister Henry Rotich.
“I have withdrawn charges against Thugge and Koech on instructions from Director of Public Prosecutions,” said Alexander Muteti, a deputy assistant public prosecutor. “The two former top government officials will now testify in the trial against the former finance minister and others charged.” ....

Summary
The Director of Public Prosecutions Noordin Haji has withdrawn charges against former Treasury Principal Secretary Kamau Thugge, who will now become a State witness against his former boss Henry Rotich over the Kimwarer and Arror dam scandals.
Mr Haji also withdrew charges against former Tourism and Wildlife PS Dr Susan Koech.
Through senior assistant DPP Alexander Muteti, Mr Haji said the two will be State witnesses in the trial of former Treasury Cabinet Secretary Rotich, other State officials and directors of an Italian company implicated in the scam. ....

Former Treasury Principal Secretary Kamau Thugge will testify against his former boss Henry Rotich in the Sh63 billion Kimwarer and Arror dams case.
In a new twist in the graft case, Director of Public Prosecutions Noordin Haji informed the court that he had decided to drop Mr Thugge’s charges and in return, the former PS would now be a State witness.
Right before the case started, Mr Rotich and Thugge sat together, having a hearty chat. ....
