陳冬：完善選舉制度　開啟香港良政善治嶄新篇章陳冬表示，完善香港選舉制度，是堅持「依法治港」的生動實踐。他提到，回歸以來，中央始終堅持在憲法和基本法的框架內，在法治的軌道上處理香港問題，中央在憲制層面明確了完善香港選舉制度的總體要求和重要原則，規定了行政長官和立法會產生辦法的核心要素，體現了中央堅持和完善「一國兩制」的堅強決心，彰顯了包括香港同胞在內的14億中國人民的堅定意志。陳冬又指，特區政府不折不扣落實中央憲制層面的規定，結合香港實際，紮實高效開展本地配套立法，對8部條例和24部附屬法例進行464項修訂。立法會專門成立小組委員會和法案委員會，密集舉行17次會議，審議條例草案及369項修正案，從首讀到三讀通過，歷時44天，順利完成了回歸以來香港選舉制度調整幅度最大、修改條� ....
